The current process
A 42km NHAI tender. Three weeks. One QS.
The BOQ lands. The QS opens the cross-section drawings: 60 sheets for a 42km stretch. Typical sections get measured with a scale rule. Unusual sections get triangulated by hand. The earthwork volumes go into an Excel sheet built three years ago.
Then the rates. MoRTH SDB 2019 is a PDF. The QS copies item by item into the BOQ workbook. OH and profit percentages come from the previous tender. Nobody has checked the state PWD SOR update from last quarter.
The estimate is done by day 15. Pre-bid queries, structural assumptions, and mass haul optimisation don't happen. There is no time left.
